In a significant move to bolster Nigeria’s digital defenses, the Nigerian Communications Commission (NCC) has unveiled a comprehensive cybersecurity framework aimed at fortifying the nation’s telecommunications sector against escalating cyber threats.

Strengthening the Backbone of Nigeria’s Digital Economy

Nigeria’s telecom industry has witnessed exponential growth, expanding from under 500,000 lines in 2001 to over 172 million active subscribers and 141 million internet users by 2025. This rapid expansion underscores the sector’s pivotal role in driving economic development and social inclusion. However, it also exposes the infrastructure to increased cyber vulnerabilities.

Recognizing these challenges, the NCC’s Executive Vice Chairman, Dr. Aminu Maida, emphasized the urgency of implementing robust cybersecurity measures. The newly introduced framework aims to:

  • Foster a unified and resilient cybersecurity posture across the telecom industry.
  • Enhance the protection of telecom infrastructure and safeguard consumer data and privacy.
  • Align with national cybersecurity strategies and international best practices.
  • Build industry-wide expertise to anticipate, detect, respond to, and recover from cyber incidents.

Collaborative Efforts and Strategic Initiatives

The NCC is not acting in isolation. A collaborative approach is being adopted, involving key stakeholders to ensure the framework’s effectiveness. Babagana Digima, Chairman of the Committee on Development of the Cybersecurity Framework, highlighted the importance of conducting a baseline assessment to accurately gauge the current state of the industry before rolling out new safeguards.

Furthermore, the NCC has established a Computer Security Incident Response Team (CSIRT) dedicated to the telecommunications industry. This team is tasked with providing services and support for the prevention and management of potential cybersecurity-related emergencies, collaborating closely with the National CSIRT (ngCERT) at the Office of the National Security Adviser.

By addressing current vulnerabilities and anticipating future challenges, the Commission aims to create a secure, reliable, and resilient digital environment that supports innovation and economic growth.
